Registration Process
On-road registration is not available for kei trucks in California. California requires all registered road vehicles to meet FMVSS safety standards and California ARB (CARB) emissions certification — requirements that imported kei trucks cannot meet.
Off-Highway Vehicle (OHV) Registration
OHV registration is available via the California DMV for use on private property, off-highway vehicle parks, and designated OHV areas. This does NOT permit use on public roads, streets, or highways.

CHP has issued citations and impounded kei trucks operated on public roads. Selling a kei truck as "street legal" in California is a violation of CA Vehicle Code.
Insurance Information
Standard auto insurance does not apply to vehicles registered as OHV-only. You will need off-road/OHV insurance if you plan to use the vehicle in designated OHV areas. Contact specialty insurers for OHV coverage.
Road use is not permitted, so standard liability minimums are not the relevant consideration.
