Mini-truck plates available under Alabama Code §32-6-59, but operation is legally restricted to 25 mph via required speed governor. Standard vehicle plates are not issued.

No on-road registration pathway. FMVSS and CARB certification requirements cannot be met by imported kei trucks. OHV registration available for private/off-highway use only.

Kei trucks can be titled and registered, but public road use is legally limited to roads with posted speed limits of 35 mph or below. County approval often required.

Policy Bulletin MVD-2023-05 bars titling and revoked existing registrations. HB 308 (legalization bill) vetoed by governor May 2025. Agricultural and private-property use allowed.

Registrations halted since 2023 and existing registrations revoked. SP 884 (follow-on legalization bill) FAILED April 29, 2026. BMV continues refusing new registrations. Advocates targeting 2027.

RMV reversed its 2024 ban Sept 18, 2024. Kei trucks 25+ years can be titled and registered for use on state routes. Interstate use prohibited.

NY DMV will not title or register any kei-class vehicle for on-road use. Federal FMVSS safety and emissions standards must be met. Dealers cannot legally market kei trucks as street-legal.

SB 1816 (eff. Sept 1, 2025) formally classifies kei trucks as 'miniature vehicles' — titled and registered like standard vehicles, no road-class or interstate restriction in statute.
