Mini-truck plates available under Alabama Code §32-6-59, but operation is legally restricted to 25 mph via required speed governor. Standard vehicle plates are not issued.

No on-road registration pathway. FMVSS and CARB certification requirements cannot be met by imported kei trucks. OHV registration available for private/off-highway use only.

Kei trucks can be titled and registered, but public road use is legally limited to roads with posted speed limits of 35 mph or below. County approval often required.

Policy Bulletin MVD-2023-05 bars titling and revoked existing registrations. HB 308 (legalization bill) vetoed by governor May 2025; no override or new bill in the 2026 session. Agricultural and private-property use allowed.

Active crackdown: the Secretary of State began revoking existing kei truck plates and branding titles 'Not Eligible For Registration' starting April 2025, citing IVC §3-401(c-1). No path to new registration exists, and appeals have not succeeded.

Registrations halted since 2023 and existing registrations revoked. SP 884 (follow-on legalization bill) FAILED April 29, 2026. BMV continues refusing new registrations. Advocates targeting 2027.

RMV reversed its 2024 ban Sept 18, 2024. Kei trucks 25+ years can be titled and registered for use on state routes. Interstate use prohibited.

NY DMV will not title or register any kei-class vehicle for on-road use. Federal FMVSS safety and emissions standards must be met. Dealers cannot legally market kei trucks as street-legal.

PennDOT stopped issuing unrestricted on-road registration for mini trucks Dec 1, 2021. Vehicles registered before that date are grandfathered; new registrants must use off-road, farm-use, or antique classification. HB 1205, which would restore standard registration with a 55 mph cap, has been pending in committee since April 2025.

SB 1816 (eff. Sept 1, 2025) formally classifies kei trucks as 'miniature vehicles' — titled and registered like standard vehicles, no road-class or interstate restriction in statute.

25-year rule applies; standard plates on all public roads except interstates. Farm-class registration also available.

S.326 was signed by Governor Phil Scott on June 16, 2026 and took effect July 1, 2026. Kei vehicles register as standard pleasure cars (kei trucks as farm trucks) with no special speed or road restrictions.

Virginia registers kei trucks as low-speed vehicles, limited to roads posted 35 mph or below. A 2026 bill (HB219) that would have raised the cap to 55 mph and formally established DMV licensing died in subcommittee.
