How do titling and registration work?
HB25-1281 directs Colorado to title and register qualifying kei road vehicles for applications submitted on or after January 1, 2028. The act has a July 1, 2027 effective date, but that is distinct from the application date. Confirm eligibility, import records and county office procedures before applying.
Which roads and speeds are permitted?
Once the new route applies, the act bars driving a kei vehicle on limited-access highways or roadways posted above 55 mph, apart from crossing a faster road at an at-grade intersection. Until the route opens, do not infer road-use authorization from the future law.
What about safety and emissions inspections?
The act calls for a two-speed idle emissions test against the standards for the vehicle's manufacture year, rather than a dynamometer test. It bars an extra inspection solely because a vehicle is kei-sized; other applicable requirements still need confirmation.
What should you confirm with an insurer?
Before purchase, ask an insurer whether it will cover the specific chassis and intended use, and whether it requires a Colorado registration category. Coverage does not establish eligibility for current road use.
