Restrictions apply
Kentucky Kei Truck Registration
Kentucky provides a registration route for a qualifying minitruck as a street-legal special purpose vehicle, but only where the local government has authorized special purpose vehicles. Route, equipment, inspection, registration, and insurance restrictions apply.

Federal import eligibility and state road registration are separate decisions. Confirm the classification and requirements for your particular vehicle before buying. Source dates and limits are listed below.
How do titling and registration work?
Confirm that the city or county controlling the intended roads has adopted an ordinance allowing special purpose vehicles. Equip the minitruck to the street-legal standard, obtain the required inspection from a Kentucky certified inspector, and apply through the appropriate county clerk. Kentucky uses a motorcycle registration plate, requires motorcycle-form insurance, and sets a $10 annual registration fee. For a foreign-titled vehicle, the Transportation Cabinet also lists customs papers, form TC 96-182, and a sheriff's inspection; confirm the exact imported-vehicle documents with the county clerk before purchase.
Which roads and speeds are permitted?
Operation is prohibited where the local government has not authorized special purpose vehicles, on interstates and parkways, where USDA rules prohibit it, and in areas closed to motor vehicles. Travel on a highway with centerline markings may not exceed 20 miles. A minitruck also may not use a highway constructed under a federal highway program, so obtain route-specific confirmation instead of assuming every non-interstate road qualifies.
What about safety and emissions inspections?
A Kentucky certified inspector must verify the required equipment. The current rule includes lights and turn signals, service brakes, horn, muffler, left and right mirrors, windshield or operator eye protection, an illuminated speedometer, a roll bar or roll cage, qualifying seat belts for each designated seat in a multi-passenger vehicle, and tires with at least 2/32 inch tread.
What should you confirm with an insurer?
Proof of insurance is required at registration. Kentucky requires the street-legal special purpose vehicle to be insured in the same form and liability amounts as a motorcycle. Confirm that the policy identifies the exact chassis and street-legal special purpose vehicle use.
What should you bring to an eligibility check?
Use this as a preparation list. The agency must confirm the actual application documents, fees, and category for your vehicle.
- Proof of ownership and exact chassis identification
- Federal import and customs documents for a foreign-titled vehicle
- Confirmation that the controlling local government has adopted an authorizing ordinance
- Completed TC 96-182 title or registration application and the documents required by the county clerk
- Passed Kentucky certified-inspector safety inspection using the current street-legal special purpose vehicle checklist
- Proof of motorcycle-form Kentucky insurance

The current KRS 186.077 route is distinct from KRS 189.517's older limited exceptions for crossings, specified work, and designated roads. A vehicle used primarily for farm or agricultural activities is excluded from the street-legal special purpose vehicle definition.
