The Kei Hub — Est. 2024
Registration Guide

New York

Not Legal
Complex

NY DMV will not title or register any kei-class vehicle for on-road use. Federal FMVSS safety and emissions standards must be met. Dealers cannot legally market kei trucks as street-legal.

Important: Kei laws change frequently and vary by county. Always confirm with your state DMV before purchasing.

Key Restrictions

No public road registration pathway. NY DMV consistently refuses title and registration for vehicles not meeting federal safety standards.

Registration Process

On-road registration is not available in New York. The NY DMV requires all vehicles registered for road use to meet federal FMVSS safety standards and federal emissions standards. Imported kei trucks do not meet these requirements.

Farm Use Registration

Agricultural vehicles may qualify for a limited farm registration under certain conditions. This is restricted to farm property and does not permit general road use. Contact the NY DMV directly for current requirements and eligibility.

Do Not Purchase Expecting Road Use

The NY DMV policy on this is consistent and has not changed. Do not purchase a kei truck expecting to register it for New York road use without first obtaining written confirmation from the DMV that registration is possible for your specific vehicle.

Insurance Information

Standard road insurance does not apply to unregistered vehicles. If you use a kei truck under a farm exemption, confirm coverage with your agricultural insurer.

Exemptions

Farm-use registration may be possible for agricultural activity on private property. Consult NY DMV for current requirements.

Legislative Activity

No active legalization bill in the New York legislature as of June 2026.

Additional Notes

New York has one of the strictest registration environments for imported specialty vehicles. The DMV has been consistent in refusing kei truck registrations for road use.

Unlike some states where local enforcement is inconsistent, New York's state-level policy is clear and centrally enforced.

Common Issues

Some registrations have historically been obtained through county offices by presenting documentation in a misleading way — these registrations are invalid and have been revoked when caught. The state policy is clear.

Do not pay a dealer premium for a "registered" New York kei truck without verifying the registration status directly with the DMV. Consult an automotive attorney if you need guidance on edge cases.
