Oregon Kei Truck Registration
Oregon DMV states that kei vehicles and mini-trucks cannot be titled or registered for ordinary highway use because they were not manufactured for U.S. highways. A mini-truck may receive an Oregon title only if it meets the Class IV ATV definition; that title does not provide a license plate or unrestricted road registration.

How do titling and registration work?
Do not treat the federal 25-year import exemption or an out-of-state title as an Oregon highway-registration route. If the vehicle was originally manufactured for off-road use and meets every Class IV ATV element in ORS 801.194(2), ask DMV about an optional ATV title and Oregon Parks about the operating permit required on lands open to ATV use.
Which roads and speeds are permitted?
Class IV ATVs cannot be registered for a license plate. Paved roads and two-lane gravel roads are generally closed unless posted open; cities and counties may authorize limited ATV routes, but those permissions do not generally include state highways. Oregon also says another state's ATV plate is not valid for highway use in Oregon.
What about safety and emissions inspections?
A Class IV ATV must meet Oregon's off-road equipment rules, including working brakes and the applicable enclosed-cab or roll-bar, seat, seat-belt, lighting and windshield-wiper requirements. An ATV operating permit is required when operating on lands open to public ATV use. These requirements do not convert a kei vehicle into a street-registered vehicle.
What should you confirm with an insurer?
Oregon Parks says liability insurance is not required for a Class IV ATV used solely off road, but cities and counties that allow ATV use on their roads require liability insurance. Confirm the exact route and coverage in writing before operation.

Use this as a preparation list. The agency must confirm the actual application documents, fees, and category for your vehicle.

The Class IV exception is narrow: ORS 801.194(2) requires, among other things, off-road-only tires and original manufacture for off-road use only. Do not assume a Japanese road vehicle qualifies merely because its size and weight fit the class.
