How do titling and registration work?
Discuss the appropriate route with PennDOT. Its FAQ limits unrestricted on-road registration to owners holding the December 1, 2021 grandfather letter, and says that status does not transfer to a buyer.
Which roads and speeds are permitted?
An off-road title permits private-property use only. Farm-exempt and antique vehicles have their own use limits; neither should be presented as unrestricted daily-driver registration.
What about safety and emissions inspections?
The FAQ says the three listed routes are not subject to annual safety or emissions inspection. Confirm that your vehicle and chosen registration category qualify.
What should you confirm with an insurer?
Tell the insurer the exact chassis, registration category, and intended personal, farm, collector, or business use. Ask for written confirmation of coverage and any use limits; an insurance quote does not establish road legality.
