If Buying Used: Check Grandfather Status First

If Registering New (post-2021)

Coverage depends on registration class. Standard liability minimums apply to grandfathered unrestricted registrations same as any other passenger vehicle.

Legislative Activity
HB 1205 (Rep. David Zimmerman, introduced April 15, 2025) would let mini trucks register as passenger vehicles with a 55 mph road cap, allow localities to ban them on specific roads, and exempt them from safety and emissions inspection. Referred to the House Transportation Committee April 15, 2025; no further action as of August 2026.
Additional Notes
The December 1, 2021 cutoff is the single most important fact for Pennsylvania buyers. A grandfathered, already-registered kei truck can be a genuinely good buy; a vehicle that needs new registration is significantly more limited in how you can legally use it. HB 1205 could change this, but it has sat in committee since April 2025 with no signs of near-term movement.
Common Issues
Buyers sometimes assume any Pennsylvania-titled kei truck has full road rights — verify grandfather status with PennDOT directly rather than relying on the plate or the seller's description.
